What steps are being taken to tap into the energy in the Mersey and other rivers to generate hydroelectric power for the region?

Is the current version of the Irwell City Park aspirational and environmentally sustainable as it could be, based on the large project costs and high carbon footprint and with seemingly limited offsetting i.e., via the creation of large new urban greenspace in central manchester, and/or enhancement of the River Irwell wildlife corridor and it's remaining greenspace?
